Our History

【The Peoples Presbyterian Church】was called【Wan Min Worship】(referred to as “万崇 – Wan Chong”) in its early days. It was established in July 1992 and started gathering at the “基福中心 – Ji Fu Centre” of the Singapore Bible College branch on Newton Road. 【Wan Min Worship】 was originally an internship venue for theological students of the “Ji Fu Centre”. The purpose was to establish a grassroots worship with Singaporean Chinese characteristics. The early participating theological students included Brother Zhang Wei Xin, Brother Chen Zhong Fu, Brother Chen Lai Cheng and Sister Xie Jing Yi. Under the encouragement and supervision of Rev Leow Khee Fatt, the then director-general of the “Ji Fu Centre”, these enthusiastic and confident theological students officially started worshiping service on July 26.

In July 1993, Rev Leow Khee Fatt came back from studying in the United States to lead【Wan Min Worship】on a voluntary basis. He received a mission and vision from God: to build a church that focuses on the working people at the grassroots level and is full of spiritual fruits. At the same time, the church is also developing and gradually receiving the seven visions revealed from God and realizing the seven features or characteristics of Wan Min.

In June 1994, the church held its first family camp in Cameron Highlands, Malaysia. In July of the same year, God clearly gave Rev Leow a vision for Asia-Pacific missionary church planting. Therefore, 【Wan Min Worship】expanded outward in the second year and hired Zhou Huiling, who had just graduated from Singapore Bible College, to preach in Johore, Malaysia’s first church plant in the university town was established – Gereja Presbyterian Wan Min, Johore. Later, the church became independent in July 1997. In 2000, it opened its first church branch in Indahpura, Kulai, Johore, Malaysia, becoming a sub-church. In September of the same year, under the miraculous guidance and preparation of God, 【Wan Min Worship】received the concern and full support of Ps Li Huai Guang, chairman of the board of directors of 【All Saints Memorial Chapel】, and provided a worship hall and pastoral office free of charge, and provided monthly operating expenses support to Wan Min.

*** We would like to especially thank Ps Li Huai Guang for his blessing to Wan Min ***

After the gathering place was settled, Rev Leow Khee Fatt, with the assistance of Ps Chen Zhong Fu, Ps Chen Lai Cheng, and Ps Shen Xiu Ming, worked together to consolidate the foundation of the church, pastored through life cellgroups, and organized conferences and camps of different natures according to the characteristics of Wan Min. Build up the spiritual life of new believers and brothers and sisters, and also cultivate leaders. The faithful God brings people into【Wan Min Worship】day by day.

In June 1995, Ps Wu Yong Ling joined 【Wan Min Worship】. She assists in the growth of the church through pastoral care of cellgroups. In the same year, the church sent Ps Zhang Wei Xin, Ps Xie Jing Yi and Ps Lu Yu He to Penang to further expand the gospel field to northern Malaysia. In 2001, it opened a branch church in Hatyai, southern Thailand. In October 1995,【Wan Min Worship】established its first deacon committee. The first deacons were Sister Fang Rui Ying, Brother Chen Rui De and Sister Chen Shu Jin.

March 30, 1996 was an important milestone for【Wan Min Worship】. The Singapore Presbyterian Synod officially accepted 【Wan Min Worship】as one of its churches, and 【Wan Min Worship】was successfully upgraded to a church – 【The Peoples Presbyterian Church – TPPC. In June of the same year, the church held the first Joint Family Camp in Kuantan, West Malaysia – with the participation of TPPC, Taman Universiti, and Penang. In July of the same year, Ps Lin Zi Min, Ps Chen Xing Hua and missionaries from Hong Kong, Mr. and Mrs. Ou Yiu Qiang, joined the ranks of co-workers and served in different positions. In the same year, 【TPPC】 opened its third church plant in Phnom Penh, Cambodia – Phnom Penh Peoples Presbyterian Church. The gospel center was accepted by the Singapore Presbyterian Synod Mission Department, and its management rights were fully owned by TPPC.

In July 1997, Rev Leow Khee Fatt deeply realized about the vision and needs of cultivating and overseas mission church planting, so he resigned from his position as a lecturer at the Singapore Bible College and the director-general of the “Ji Fu Center” and officially became the full-time Principal Pastor of 【Wan Min Worship】. In November of the same year, the church held the 1st Annual Mission Conference and invited Ps Liu Guo Hua from Kuala Lumpur’s Grace Church to speak on “Mission for Everyone”, God touched the brothers and sisters through Ps Liu Guo Hua’s message to inspire their enthusiasm for missions, and they made a faith donation of SGD80,000+. In the same year, 【All Saints Memorial Chapel】needed to be expanded, and the pastoral office and children’s Sunday school classrooms needed to be relocated. We are grateful to our faithful Lord for miraculously preparing a neighboring bungalow house for children’s ministry.

In November 1998, the church held the 2nd Annual Mission Conference and invited Ps Wang Li Min of the Hong Kong 【Shepherd Community Church】to preach on “Joyful Mission.” Because of the awakening to the end times and the urgent call for the gospel field, Wan Min churches in Singapore and Malaysia jointly pledged SGD 100,000.

In July 1999, the church’s lease term at 【All Saints Memorial Chapel】expired and it entered another realm with faith. Therefore, the church organized a Church Building Committee to find a suitable location for relocation.

Thanks to God, the church purchased a two-story landed house with more than 5,000 square feet in Potong Pasir in 2000 as the church premises, and successfully repaid the down payment of more than SGD500,000 through interest-free loans and external fundraising. 【TPPC】possesses its own premises and due to the development and needs of the church, it started of with the English Worship Service. At the same time, despite the huge need for church building, the church still hired Ps Ding Shu Ming to go to Sydney, Australia and establish the 4th church plant – Australia Wan Min.

Entering 2001, although the church faced a crunch in its internal liquidity funds (mainly due to the repayment of bank church building loans, interest-free loans and church construction and renovation costs) and the rebellion in the Cambodian mission field, the faithful and graceful God still poured out His blessings onto 【TPPC】. 【TPPC】entered into missionary church planting in mainland China because we firmly believe that God is the Lord who paves the way in the desert, and He will use grace to lead the way forward for the church. Although the church has gone through thorns, it still tastes the fragrance of roses. We hope that the mission and vision of missionary, missions will continue to flourish in 【TPPC】and be passed on from generation to generation. In 2002, the church implemented the characteristics of “Gospeling Deep Into Society” and opened a student center in Sengkang, and hired Brother Zhang Guang Liang to be responsible for planning and promoting the center’s ministry. The current number of students is about 80.

At the end of 2004, the church conducted an in-depth review and evaluation of its ministry and formulated a ministry plan and outlook for 2005 – 2006. The church will focus on four major ministry priorities:
1. Total Revival of Life Cellgroups 2. Re-operation of Prayer Network
3. Total Promotion of Cultivation Systems 4. In-depth Implementation of Community Care
While the church is developing outward, it also needs to consolidate the internal foundation of the church. In particular, all members need to have a unified and integrated pace in order to move forward more clearly towards the mission and vision. Therefore, the church self-edited and published a series of cultivation materials (Wind, Rain, Thunder, Lightning), ranging from a brief history of Wan Min to how to become a believer who undertakes the great mission. At the same time, we feel that God placed Wan Min in Potong Pasir, which must have its own special meaning. Started a community cellgroup every Thursday in the HDB estate in Potong Pasir to get closer to the residents here. In May of the same year, the church also took over the business of a photocopying shop in Block 147, Potong Pasir, with Ps Lu Yu he and intern pastor Huang Yu Xia in charge. It was named the Wan Min Community Services Centre to establish a deeper relationship with the residents through this channel, in order to create the opportunity to introduce the church’s activities.
In 2007, the church took “扩张我们的境界” as its theme, praying that God would specifically expand the territory of our individuals, families, communities and missions. We hope that Wan Min will be a church that is constantly expanded and used by God to bring people for Him. At the celebration of the church 15th anniversary, Brother Xu Nai Fa was ordained as the 1st Elder of【TPPC】In November of the same year, Wan Min cooperated with a church in Batu, Indonesia, to support Ps Fang Xiao Ping’s evangelical work in Batu, Indonesia, and sent her to be our missionary to manage and shepherd the ministry there.
Continuing the theme of 2007, the theme of the church in 2008 is “得人如鱼“. Through different channels, the church encourages brothers and sisters to lead relatives, friends and neighbors who have not yet believed in the Lord to join in Sunday Service and actively praying for them. The church also designates the 2nd Sunday of every month as Community Sunday and the 4th Sunday as Newcomer Sunday.
At the beginning of the year, Ps Qiu Zhu En joined the ranks of Wan Min co-workers and was mainly responsible for the adult Sunday school curriculum and meeting operations. In February of the same year, the church hired Deacon Liang Xiu Qing and Sister Huang Yue Xiang as the church’s visiting co-workers to assist the pastors in the visiting work. In April of the same year, Wan Min Community Services resumed full operation and hired Deacon Chen Jun Min as the ministry planning manager, and Deacon Chen Rui Qin and Ps Chen Zhong Fu as voluntary assistance staff. Wan Min Community Services has launched a series of activities and opened a day care center for the elderly at the church in September. We are also actively applying to government for new places, hoping to better carry out day care center ministry in the future. In October, the Malaysian Kuala Lumpur Wan Min was established, and the church hired Ps Xie Jing Yi to be responsible for planning and contacting the gospel ministry for current college students.

The church has specially planned different types of small camps for brothers and sisters to participate. The purpose is to encourage everyone to break through themselves, especially in the aspect of serving and relationship with the Lord, and to dare to go deep into waters to boldly experience God. In the same year, the church hired Ps Chen Yu Bao, who was mainly responsible for youth ministry and sacred music ministry. The youth fellowship was established in March; the choir was formed in August, opening the first page of the history of the Wan Min Choir. In the same year, the church sent two missionaries to Ho Chi Minh City, Vietnam to open up the Vietnam Wan Min.

The church uses Psalm 63:1 to encourage brothers and sisters to establish an intimate relationship with God in their spiritual pursuits. The church hired Sister Luo Li Ling as the personnel in charge for children’s ministry and established the 1st children’s singing class in March. Thanks to God’s preparation, 【TPPC】purchased two double-storey shophouses in Dannok, Hatyai, Thailand with faith and held a dedication ceremony on December 11. In addition to worship services, it also opened a Wan Min tutoring centre for students and hired sisters Yang Jing Rong and Liu Shi Yu to be in charge. [爱在圣诞夜] is the “highlight” of 2011. This special program held on Christmas Eve is a public, gospel-based grand musical, dance and drama performance, located at the Potong Pasir Community Centre. For a small church like Wan Min with limited human resources, this is nothing more than a very bold attempt. But is anything impossible with God? It is in this belief that Wan Min starting in July, under the leadership of Ps Chen Yu Bao and Deacon Loo Horn San, as well as the organizing committee, choir, various ministry co-workers, youths and children, the church has almost mobilized the entire church to prepare and participate in such event. With the hard work, we finally successfully performed in front of 300 guests, which was a perfect ending.

In February of the same year, the church hired Ps Zhou Hui Ling as a part-time pastor, who was mainly responsible for strengthening the training of the group leaders and supervising the operation and progress of each cellgroup. The book “合神心意的门徒” published by the American Association of Christian Leaders was used to provide training to the cellgroup leaders. For the 20th anniversary celebration, the church held two consecutive days of celebrations. A thanksgiving luncheon was held at the grassroots community club on September 1st (Saturday). The invited guests included pastors from the Presbyterian Church and those who had served in 【TPPC】such as pastors, co-workers and missionaries: University, Indahpura, Penang, Kuala Lumpur, Thailand and Cambodia, etc., all gathered together to count the Lord’s blessings. On September 2 (Sunday), the church continued to offer thanksgiving to Almighty God and ordained Brother Zhang You Cheng as the 2nd Elder.

The church published its 20th Anniversary magazine 【丰丰盛盛20年】, filmed a video on the 20-year history of Wan Min, and created a collection of Wan Min songs. The Lord’s grace is abundant. Regarding missionary work: Different short-term mission teams went to Vietnam, Australia and Phnom Penh, Cambodia for missionary work. In China Wan Min, the church supports three missionaries to serve in different locations. Christmas Sunday celebration on December 23rd. On December 25, the church jointly held the choir and orchestra of Glory Presbyterian Churchat the Bethesda Bedok-Tampines Church to hold a celebration – 圣诞赞美会. Ps Li Zhong Min was invited as the speaker, and the theme was [圣诞颂歌] – a hymn of praise in four parts. Through the 赞美会, he presented the highest praise and thanks to the Almighty God, and drew the perfect curtain for the 20th anniversary celebration of 【TPPC】.

On March 22-23, Sister Luo Li Ling, Sunday school teachers and parents led the children to Taman Universiti Wan Minfor short-term missionary trip. From June 7th to 9th, the church held a joint family camp at the Austin Heights Golf Resort in Johor, West Malaysia. Pastors, colleagues and colleagues from Taman Universiti, Indahpura, Kuala Lumpur, Penang, Hatyai, Thailand, and Dannok Wan Min gathered together. We spent three days and two nights at the joy camp, and invited Ps Zheng Hui Guang from the 【Full Gospel Church】in Johor Bahru to be the speaker. The theme of the church’s anniversary celebration on September 1 is [主信实何广大]. Each cellgroup presented programmes in different ways. Publish a simplified booklet of 【TPPC】 to introduce the birth of【TPPC】, various ministries, and the elders, deacons and pastoral teams. Thanks to God’s faithfulness, 【Cambodia Wan Min】has been involved in an industrial lawsuit for many years, and it was decided and reclaimed that the property belongs to【TPPC】. At the end of the same year, Taman Universiti Wan Min joined the【Gereja Presbyterian Malaysia.

The day care center for the elderly run by “Wan Min Community Services” has been approved by MCYS to use the Potong Pasir Block 108.

The theme [各尽其职 爱中增长] encourages brothers and sisters to participate in different services to discover their gifts and grow together in love. At the end of 2013, the Cambodian High Court made the final ruling that the Cambodia property was returned to 【Singapore TPPC】. To celebrate this special good news, from June 6 to 9, 100 brothers and sisters from 【TPPC】 took two flights across the ocean to【Cambodia Wan Min】to hold a family camp. June 7th【Cambodia Wan Min】Thanksgiving Church Dedication Ceremony, we specially invite the pastors and co-workers of the local Chinese church to celebrate and witness this historic moment, and re-dedicate【Cambodia Wan Min】to God. The brothers and sisters were deeply moved and realized the greatness of God’s grace. God is always the Lord in control! This camp has also brought closer the relationship between brothers and sisters from Singapore and Cambodia. In Christ, we are all one family regardless of race or color! On August 31, the church’s 22nd Anniversary was held at the Telok Kurau Navigation Association, and we marched on that land to pray and claim the promised land that God would give us. Wan Min Community Services Centre relocated to Potong Pasir Blk 108 in June, allowing the ministry to more effectively realize one of Wan Min’s seven characteristics, “Gospeling Deep into Society”. On August 16, Potong Pasir MP Mr. Sitoh Yubin was invited to hold the opening ceremony. By organizing a variety of activities, the centre provides free breakfast every Thursday and free haircuts for the elderly on the first week of every month. These two services are very popular among residents. On June 28, the Wan Min Community Flag Sellinge Day, the brothers and sisters of 【TPPC】and the residents of the “Wan Min Community Activities” actively helped to participate in the fundraising activities, raising a total of SGD12,000.

The theme is “一人领一人,人人领祝福“, we hope that brothers and sisters can be more active in preaching the gospel and leading people to the Lord, have a heart to love people’s souls, and do not want anyone to perish, but hope that everyone will repent and be saved. In 2015, the Wan Min Adult Fellowship was established. The fellowship holds activities every one to two months with a variety of contents. Through the activities, it actively leads people to understand the life of the church. In June, Taman Universiti Wan Min is responsible for hosting the biennial joint family camp; Singapore, Taman Indahpura, and Penang Wan Min participated. It was held in Malacca, and Ps Su Li Zhong was invited as the speaker. The theme was “Go the Extra Mile”. On August 30, the 23rd Anniversary of【TPPC】was held in the church and brothers and sisters were encouraged to write words of gratitude and blessings on the bulletin board. Each cellgroup presented a programme and several elders and deacons shared their encouragement to everyone.

Taken from [1 Peter 2:21 To this you were called, because Christ suffered for you, leaving you an example, that you should follow in his steps], Rev Leow Khee Fatt encouraged brothers and sisters to learn to understand the heart of Jesus, imitate and follow the Lord examples and footsteps, think before you act; if it were Jesus, what would he do? 【What Will Jesus Do?】by taking Jesus as your life. The family camp was held in Vietnam, and a total of 72 brothers and sisters from 【TPPC】 flew to participate. This family camp is like a mission trip because there is no comfortable hotel accommodation and hotel meals, they stay in hotels near the church. Every day, they have to walk through many busy streets and alleys, diverse shops and cottage industries to attend church gathering and for meals. These experiences deeply touch the hearts of the participants. On August 24th, the 24th Anniversary of 【TPPC】was held in the church and brothers and sisters were encouraged to write words of thanksgiving and blessings on the bulletin board. Each cellgroup presented a programme and Deacon Lee Boon Chuan, Brother Wong Ji Yeh and Ps Zhou Hui Ling gave short words of thanksgiving to encourage everyone.

The theme “门徒” is taken from Matthew 28:19“Therefore go and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit.” The Lord Jesus established the Twelve Apostles. Being called by the Lord, following the Lord, life transformation, service and martyrdom for the Lord. Each month the life of a disciple is used as the sermon message. As disciples of the Lord, we hope that brothers and sisters will imitate and learn from the disciples’ example, follow the Lord, fulfill the Lord’s mission, become committed disciples, and preach the gospel throughout the world. From June 2nd to 5th, 【TPPC】 is responsible for the biennial joint family camp. 【Johore Taman Universiti】and【Johore Taman Indahpura】also participated, and invited Ps Shen Jian Long to be the camp speaker. The venue is in Port Dickson, West Malaysia. The church’s 25th anniversary celebration: The church hired Ps Li Jie Qiang as a special co-worker for the 25th anniversary ministry. The church celebrated its 25th anniversary. Through a series of activities, the church’s ministry was renewed and taken to a higher level.
